Proposed Greenfield Concept
HEXA's principal development concept is a 25,000 BPD modern deep-conversion refinery, subject to detailed feasibility and regulatory requirements.
Alignment with National Policy
A deep-conversion configuration is strictly consistent with the direction of Pakistan's Greenfield Refining Policy. The policy dictates that new refineries should be deep-conversion facilities meticulously designed to maximise white products (like diesel and motor gasoline) while minimising or completely eliminating furnace-oil production.
Proposed Capacity
25,000 BPD
Equivalent to approximately:
9.125 million barrels
of crude/feedstock per year at 100% utilisation.
Actual annual throughput would depend on plant availability, maintenance, feedstock supply and operating conditions.

Depending on final refinery configuration and feedstock characteristics, the refinery is slated to produce high-value commercial fuels:

Jet Fuel
